He was pretty decent last year. They don't have many options at this point. Unless there is still a trade in the works, they should probably pay him whatever he wants
Burks has a lot of athletic ability, but I am not sure he has much talent as a WR. They need someone who can get open. I don't think he makes any sense. Although if they add him for next to nothing and it doesn't stop the pursuit of a real 2, ten great.
There aren't many people I think could even possible fill the role the Steelers need. There aren't many who can even out play guys currently on the roster. There are also a lot of slot guys left. The names that hold at least a little interest to me:

Not to play on the outside and win as a rookie. He has some tools that mean he could develop to the outside, but I think he is slot only. Unless that big trade is coming, there is a huge problem.
It is extremely unlikely they run this line out next year, but if they do it will be terrible. Rookie OL are bad. Guys who turn out to be great, almost always still start out bad. It takes until year 4 for an OLman to really develop.
He has averaged 3.9 yds per carry. He is at best an average back and will be 27 next year and can be expected to start dropping off. He isn't worth what is making on his rookie deal now.
Zay Jones would be a good fit as far as on the field goes, but he may still have some fallout from his arrest:
