If we simply add the votes:

Holt - 42 1st place votes, 29 2nd place, 21 3rd

TO - 28 1st place votes, 34 2nd place, 30 3rd

Jennings - 22 1st place votes, 29 2nd place, 41 3rd

Add, 1 point for 1st, 2 for 2nd, 3 for 3rd:

Close, but this looks like Holt, TO, Jennings - which also happens to be the top vote getter anyway.

I would call this one. Right now we have:

Jennings is clearly in third, so we drop him. Then moving second place votes to the other players, Holt is leading Owens by a score of 63-47. Now that Holt is out of the picture, we drop him and move the second place votes to Jennings and Owens. Owens leads Jennings 60-50. Both margins are at least 10 votes, and 110 votes is a pretty good number for a runoff.

Just my opinion of course.
